The Aussie OEM MLK Small Business Edition of Office 2007 includes the Business Contact Manager CRM addition to Outlook.  If unwanted I suggest you ununstall BCM and also any SQL Express/MSDE compoents also installed with this product.  If you expect to use BCM in the future and just want to stop it nagging you for initial configuration each time you open Outlook you can disable it using the following Reg Key change:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Outlook\Addins\Microsoft.BusinessSolutions.eCRM.OutlookAddIn.Connect.1

DISABLE : 1
ENABLE: 3

Key can be slightly different depending on versions, however the eCRM string is always present and the key is always in the same location.
